Ms. Basile has 30 years of federal contracting experience and procurement policy. She was the subject matter expert for three separate Administrations leading the change to greater transparency and accountability concerning procurement data. She was the architect of the Office of Management and Budget’s (OMB) e-Gov initiative, the Integrated Acquisition Environment (IAE). Ms. Basile’s portfolio lead to the funding and implementation of nine separate procurement tools including FedBizOpps, CCR, and WDOL. These tools modernized archaic paper processes for federal agencies, and engaged state governments as well as foreign countries who desired to emulate the IAE successes.
Over her career Ms. Basile served several managerial roles in field level and base operations contracting in Rhode Island, Hawaii, and Maryland with the Department of Navy. After leaving the OMB, she took command of the U.S. Securities and Exchange Commission’s (SEC) contracting office as the Senior Procurement Executive eliminating over 20 audit findings and removing the stigma of a persistent management challenge. Her leadership raised the bar and the expectations of several managers that enabled several disciplines to move ahead at the SEC. She conducted the competition that moved the SEC from an antiquated financial platform to a shared environment for finance, contracting, and logistics activities.
Ms. Basile is an ACT-IAC Fellow’s, a FED 100 recipient, and an NCMA Fellow. She is FAC-C III certified and DAWIA Level II certified. She is often called upon for public speaking and delivers candor and strategies for success. Ms. Basile has held a Top Secret clearance while employed with the Department of Defense and a secret clearance at OMB and the SEC.
